Uttar Pradesh Welfare for People Living with HIV/AIDS Society (UPNPplus) is a community based, non-profit organization representing the needs of people living with HIV/AIDS (PLHIV). UPNPplus is founded by a group of HIV positive people in 2004 and was registered in 2005, managed and run by people living with HIV in Uttar Pradesh. UPNPplus promotes holistic and participatory approach for community empowerment and gives priority to PLHIV (especially women and children).

 

Uttar Pradesh Welfare for People Living with HIV/AIDS Society, UPNPplus has been awarded the Phase II of the Global Fund Round 4 RCC grand, named ‘Vihaan’, Sanskrit word mean ‘dawn’s first light’. This programme is being implemented with a key objective to improve the survival and quality of life of PLHIV by established 27 Care & Support Center (CSCs) in Uttar Pradesh State. Applications are invited for the below mentioned position.

 

Job description: Programme Officer (1 Post)

Reports to: Project Manager

Responsible for: Supporting in managing overall implementation of Vihaan Programme in the State

Based State Office: Lucknow

 

Key Responsibilities:

Programme Management and Development

Objective: To effectively implement and manage Vihaan programme and the programme components.

·         Under the supervision of the Programme Manager, lead the planning and co-ordination to successfully implement Vihaan programme in the state

·         Support SSRs in programme implementation and budgets utilization as per the approved budget

·         Lead in planning, organizing and conducting state level advocacy initiatives in close coordination with the UPSACS advocacy programme

·         Participate in the planning and implementation of the programme team’s work plan

·         Contribute to the development and implementation of appropriate programme strategies for Vihaan

·         Lead in preparing, organizing and conducting State Oversight Committee Meeting in close coordination with SACS.

 

1.      Capacity Building and Technical Support to SSRs

Objective: To develop the programmatic and technical capacity of the SSRs to effectively manage and deliver a quality care and support programme

·      Lead in assessing the gaps of the SSRs in the areas of technical aspects, organizational compliance and managerial aspects

·      Support the SSR partners in providing technical, managerial support to address the identified gaps, handholding and mentoring to enable them to accomplish the desired performance

·      Lead in identification of SSR team orientation and on-site training as and when there are staff turn over

·      Facilitate mobilizing technical experts to address need based learning requirements from time to time

 

2.      Programme review, monitor and supervision

Objective: To work effectively and collaboratively as a key member of UPNPplus Programme team.

·      Lead to liaise with SSRs in preparing and submitting programme and other reports on a timely basis, as required to adhere to the reporting compliance to stakeholders.

·      Contribute in data analysis (Monthly Progress Report, Quarterly Progress Reports including Financial reports), drawing up information and provide timely feedback to SSRs

·      Monitor, review and evaluate the progress and impact of capacity building programmes

·      Contribute to the implementation of effective monitoring, review and evaluation strategies and activities for programmes against agreed project deliverables

·      Support the M&E team in effective documentation and reporting of the program activities and national and state level events and workshops.

·      Contribute in planning, organizing and conducting the SSR performance review meeting as per the approved workplan

·      Lead in documenting programme activity reports and other documents relating to the overall programme implementation. Also maintain up-to-date and accurate records on all programme activities and lead partners

 

3.      External Relationships and Networking

Objective:  To develop and maintain appropriate external relationships to foster greater understanding and support for the Vihaan programme and to mobilize additional resources for meeting the care and support needs of PLHIV

 

·         Lead to liaise with key state level stakeholders namely, State AIDS Control Society, state NHM programme team and other relevant government line departments to enhance referral and linkages services

·         Support to identify any other relevant stakeholders and initiate networking and collaboration to scale up the programme in the state

·         Assist in managing any relevant external technical support that may be required for programmes and SSRs

·         Coordinate with State TB division and ensure TB/HIV cross referrals and periodical coordination meetings at state/district level

·         Undertake other responsibilities not outlined above which are commensurate with a role of this nature in the charitable sector and which have been discussed and agreed between the line manager and the post holder

 

4.      Miscellaneous

Essential requirements

·        Degree in social sciences, health or development field (or equivalent) with at least 3 years of relevant project management experience in the health or development sectors. The criteria for selection will be relaxed for members from PLHIV or key population group with relevant experience and calibre and final decision lies with the interview panel

·        Demonstrated knowledge and understanding of project management at State level

·        Excellent analytical, writing and verbal communication skills

·        Good computer skills using MS office

·        Ability to work effectively in teams as well as independently

·        Ability and willingness to undertake travel within the state.

·        Strong commitment to HIV/AIDS, TB and sexual and reproductive health and rights.

·        Fluent in English, Hindi and (other regional languages)

 

 

Remuneration

240,000+ (Negotiable) Per Annum
